some thoughts:

- this could easily be a static method, which could be handy for other 
components that might want the same (runners or animators for instance). 

- i'm not sure this is really specific to Applets. somewhere more generic 
might be better (plasma.h?), though i can understand how putting it in Applet 
is convenient for bindings?

- also proxying the appShouldConservResourcesChanged signal would be useful.
