But the system should deal with that, as shown by the date utility.  Userspace doesn't care what the hardware clock is set to, because the kernel and libc deal with that and give you either UTC or local time, as requested.

Besides, if there is an issue, it's with KTimeZone/KDateTime, since the time engine gets the current date and time using them.
