I can't replicate this at all, and neither the time engine nor the KDateTime/KTimeZone/KSystemTimeZone classes (in kdelibs) have changed recently.

I changed my system time zone to Australia/Sydney:

% date
Sun Dec 16 03:44:07 EST 2007
% date -R
Sun, 16 Dec 2007 03:44:09 +1100
% date -u
Sat Dec 15 16:44:11 UTC 2007
