Hello,

Attached are the beginnings of a panel implementation, based on
initial code by Matt Broadstone, for review / discussion, so that we
can start to test the main panel applets properly.  The choice of
applets displayed is currently hard-coded, that will obviously need to
change.

The applets are not laid out correctly yet because the task bar and
clock applets need changes to support being used in layouts.  There
are also various layout bugs in the Plasma libraries.  Fixing those is
on-going.  But it puts a panel on the bottom of the screen and you can
use it to tell the time and navigate between open windows.

This is mainly here to discuss the API for the Panel class and so that
we can put something together for the applet developers to test with.
