no. applets should be able to override theming, but by default they shouldn't
need to worry about it.
moreover, i'm not sure if having 7 applets on your desktop that all look 100%
different is so important. it's a nice feature. i do know that allowing them
to look 100% alike is important as is keeping it simple for applet
developers. prioritizing work follows those lines.
