as ryan noted, GHNS is being developed further right now for KDE4 and should 
be featureful for what we need. the description file (XML or whatever) will 
likely be specific to plasma and should be designed as such. within plasma we 
will have the code necessary to bridge between that file format and GHNS.

should it become apparent that this design is useful elsewhere then we can 
generalize it. we will have lots of time for this to become apparent.

but designing too generally too early usually results in missing the specific 
mark while producing something to specific for general use ;)
