AFAIK you need to email the sysadmins (sysadmin at kde.org) with the request.

that said, have you thought of speaking to Frank of kde-[look|apps|files].org? 
he's already hosting several such feeds, based on the content there. he may 
be able to hook you up, including a feed from the content on kde-look.
