thanks for taking the time to explain what your thinking is. It sounds 
like you have pretty much worked out, what you want to do. Is maybe one 
of the issues, that not every applet developer understands where things 
should go, and therefore the systray gets a bit too overloaded?

Is there a place (yet) where some of those things like design 
philosophy, human interface guidelines and system specifications for the 
KDE 4 desktop / plasma are documented? i.e. a place, where interested 
people (like myself) could just read up on the stuff instead of 
bothering you on a mailing list? -- Mailing list archives and bug lists 
just are not the easiest way to catch up on the net results of 
weeks/months/years of dialog and decision making. So I guess I'm asking, 
if there's a recommended place to start one's homework before asking 
questions or offering ideas.
