[Owncloud] New name for "Discuss possible bugs & feature requests"

Hello everbody, hello Georg,

there was suggestion to make forum read-only.
https://forum.owncloud.org/viewtopic.php?f=16&t=16686

We would point to existing forums and leave it as an archive.
Any complains?
