[Owncloud] enforcing password policy compliance

Dear Peter,

we have just opened
https://github.com/owncloud/core/issues/5360
which contains all our changes.

It works well for us and has been tested with the OwnCloud 5.0.10 Community edition. I am sure there are better ways to integrate this with OwnCloud, in particular the localization part is "hard-wired" to English/German and would profit from using OwnCloud's localization framework.
