You need to grant the iis user full access to c windows temp

As an alternative you can specify another folder in the php.ini
Access needs to be granted as well.

When I add a file through local client sync folder by copying, the file does not appear in web interface.  I look at the server file directory and see the file added with a ".part" extension.

The following error appears in OC logs:
