[Owncloud] Idea for GSoC 2013 Webhost in the cloud static pages

Note that I created a page where we can list potential GSoC ideas:
https://github.com/owncloud/core/wiki/GSoC-Ideas

Maintaining such page is one of the requirements to become an
independent GSoC organization.

If the idea fits the size of a GSoC project, please list it there too.
