[Owncloud] Why does OC::$THIRDPARTYROOT point to the parent folder of "3rdparty/" instead of "3rdparty/" itself?

Hi,

As the subject states, this seems weird to me, since the apps path config
points to "the" apps folder.

I got confused when editing config.php until I dug through the code and
found this kind-of-weird behavior.
