[Owncloud] Create external users by internal users

Hi,

we have a potential customer who is asking about a feature:

Is it possible to let ordinary "internal" or corporate users (from LDAP)
create "external" (or partner) users in ownCloud's internal user database?

They are working on projects with many and often changing external
partners and he wants to enable his coworkers to create their project
members themselves.
