I'm using the ldap user and group backend. The group mangement is done 
outside of OC. Staff members can manage their own ldap groups through a 
web interface. These groups can be used inside of OC to share files. 
This is a more flexible solution because the ldap groups can be used for 
any other purpose, like mailing lists, authentication, or access to 
other resources.
You could also use an external toolkit, like grouper to handle this:
