[Owncloud] Scripts to set up & update ownCloud

Because my laptop broke last week, I had that time of the year again
where I needed to set up my ownCloud dev environment completely from
scratch.

I already had a script to update all the apps from the different
repos, and now I also wrote one for setup. This uses the latest code
from git and completely sets everything up including dependencies,
permissions and all apps.

I use them on Ubuntu but at least the update script probably works on
other platforms as well.
