[Owncloud] Owncloud config write access

Hi,

I recently installed and set up ownCloud and had a pretty huge battle with
very poor performance. After enabling php opcache and disabling some apps
it got better but it was still very slow (more  that 5 seconds per file for
<10kb files). I then discovered that even after following the db config
guide in the manual here:

It had somehow reverted back to a sqlite install. Eventually after alot of
mucking around I found the advanced options during first set up and got it
running via mysql. I saw quite suprized to find out however that even after
it has been installed the config/config.php file can not be set to read
only. This was one of my main confusions as I thought I had set it up for
mysql but it kept changing with out my knowledge.

FYI on a performance standpoint I am now getting more than 1 file per
second and >8Mb/s average upload on a local LAN from Windows 7 to Ubuntu
13.04 using latest packages.

I would suggest a change on the manual to state that no config file changes
are required (only the db and user set up in mysql) and the settings should
be entered via the advanced install from the web ui.

I would also like to see the config file be read only after install to help
lock the db specific settings down similar to how drupal, joomla and
wordpress do.
