[Owncloud] Install issues-interface broken/stuck

I have a client that has 3 installs of ownCloud the latest of OC and one that they have started from scratch a few times and it ends up the same.

They are using msql, new installs and new database.  Installing using the webinstaller.

Not sure if anyone has seen this before but since it’s a new install, we have started from scratch a few times and this is what happens but only on this domain which sits on the same main directory as others that installed fine.
