Hi,

the OBS repository can't install OC 3 because it doesn't
have a package for OC 3 as you can see here:

http://download.opensuse.org/repositories/isv:/ownCloud:/community/xUbuntu_12.04/all/

So you probably have installed the package from Raring
which is still at OC 3 as you can see here:

http://packages.ubuntu.com/precise/owncloud
