[Owncloud] Added documentation for Oracle configuration

Hi all,

I finally managed to add the oracle configuration to the documentation:
https://github.com/owncloud/documentation/blob/master/admin_manual/configuration/configuration_database.rst

Nothing groundshaking. Nevertheless, installing oracle support for PHP
is uneccessarily hard. But I referenced to the official documentation
from oracle which should help people set up the beast.

@danimo: Do I need to do something else to make it show up on the
owncloud web site? Or will it automagically be updated by some script?
