[Owncloud] existing accoung but cannot file bug

Hi Thomas,

please report security issues to security at owncloud.org only. As for the bug tracker, we recently switched to the GitHub bugtracker. Not being able to log in might be a side effect of the migration. As of today, everyone should be using GitHub to report all non-security related bugs.
