[Owncloud] trigger_error - not reporting errors

Since I merged master into my branch (files_encryption), 

trigger_error('foo);

 is no longer triggering any errors.

Any ideas who changed what to result in this odd behaviour? It makes debugging 
3rd party code even harder than usual.
