[Owncloud] public ping function needed

Hello,

one of our forum users wrote a nice script to check installation 
environment.
It helped many people to find install issues.
Now the author is not reachable and his website also.

Attached you will find the script.
We changed some lines to use public hosted bootstrap version but one 
thing we do miss.
A php ping function
Line 172 shows the issue.

Can somebody help with this php ?
Is there another public php function we can use? Same result values?
Or can we do it different?

Any help is appreciated.
