[Owncloud] Github labels

What - if any - is the policy for adding new labels on gihub?

We could use two more: *Regression*, which should be flashing, bright red ;) 
and *Security*, not for reporting security flaws, but for roadmapping security 
enhancements. I'm not sure about the latter, because it could be misunderstood 
as a way to report security issues.
