[Owncloud] Mozilla sync integration project

As a matter of fact, code below (in lib/base.php) is preventing ldap user to register mozilla_sync :

                if(!$RUNTIME_NOAPPS ) {
                        if($RUNTIME_APPTYPES) {
                                OC_App::loadApps($RUNTIME_APPTYPES);
                        }else{
                                OC_App::loadApps();
                        }
                }
