Good question. I enjoy being able to approve my own apps ;) But seriously 
maybe we should have a more formalized way of approving apps.  Both for the 
github repo and from OCS. I have yet to try to approve/review an app from 
apps.owncloud.com because they're approved before I see the submission.

Could be I'm just too slow, and tbh I can't find the thread now, but what is 
the acceptance level?
