Do you mean "how to set the File Upload parameter from 8M (btw I don't 
see this value in your report) to N Gb" ?
If it's the case you should look at your php settings :
http://php.net/manual/en/ini.php
Also, your php seems to be too old.

By the way, this mailinglist is not the right place for ask about basic 
php usage.
You should search for help in dedicated forums like
