[Owncloud] Feature Request

Hi all, i have over 50 users using OC in my organisation and one request which keeps popping up is notifications.
It be great to know if a user actually downloads the 'External' link.

I noticed 'File Notifications' on OC's website in the feature list but have never seen it work?
