[Owncloud] App settings

For quite some time there has been talk about moving personal settings away 
from settings/personal.php and have them at app level instead.

Have there been more talks, mockups or anything?

For the contacts app I will have to rewrite the configuration for the address 
books anyway - or maybe even get rid of it, but I might as well do it The 
Right Way. And I would really like to do it before OC 5.
