[Owncloud] CronJob System within ownCloud

This would be great.

I was originally skeptical about the idea of using cronjob because this would make people without the ability to configure a cronjob a second class citizen. People who use owncloud in a shared hosting environment can't often run no cronjobs.
But I think it´s fine if we could use long-polling as a fallback.
