Is it safe to just install the new release over the old one without deleting 
anything beforehand?

This would make it easy to update, e.g. for the owncloud-admin tool. It 
actually would be great, if this could be made a policy for ownCloud releases, 
that this has to work. As many people will have to do the update themselves it 
would be very beneficial, if the process is as easy as possible and well 
defined.
