[Owncloud] feature commiting

Hi!
I just implement a simple mechanism to "remember login" task, i've
done it using cookie mechanism.
However I have a problem with layout on login page it looks like this:

Could you tell me can i write my own style (simple control) instead of
this stuff ? and where i can put it?

Next question, where i can find some sort of reveiw board before i can
commit code ? Or whats procedure before commiting?
