What browser are you using?
Does the second scrollbar actually hides something, I could force the browser
not to show it but that only is an option if the scrollbar only scrolls a few
pixels or something

At least the database name for sqlite databases can be removed as config option
since it's stored in the owncloud directory anyway, so the user doesn't see it
or anything

Would just removing the "Create new user" dialog be enough for now?

This was done to separate the user related configurations from the ownCloud
administration, the Admin Panel only shows for users in the admin group.
As long as the multi user is disabled it might be best to put them together
again
