My test matrix:
Okular&poppler/Debian-stable: works
Okular&poppler/close-to-master-on-linux: works
Okular&poppler/gpg4win: works
Okular&poppler/3-months-old-master-ish: works
Okular&poppler/windows-store: fails

so I guess updating things will likely fix it. It is 25.08 after all in windows
store.
