I've been thinking and this seems more like intentional behavior than a bug. If
you want to select, you'd need to move your mouse from point A to B in order to
create the select area. If you just click and not move the mouse to point B,
you're not exactly selecting anything. I tried it with Firefox's built-in PDF
viewer and it didn't select as well.

However, clicking, scrolling and then moving your mouse does select text in
Okular just fine.
