the attached document shows that line weights are not rendered correctly or
consistently across zoom levels with seemly random oscillation between being
rendered correctly as thin lines and being rendered with a thicker line
instead.

the randomness changes with each zoom level where it should correctly render
the proper line weight at any zoom level... possibly related is that zoom level
increments are not whole numbers or even steps (such as 100%, 120%, etc).
