If you right click on the annotation you should be able to select properties
and change the color.

You are right the toolbar feels like should help you doing that while the
toolbar is actually only for new annotations.

Not sure if the fix is making the toolbar work for selected annotations or
rewording the tooltip or something to make it clear it's only for new
annotations.
