[okular] [Bug 519465] 'Contents' tab is in the sidebar for some pdf files but not others. Even when they all have headings. Why?

An update: when creating a pdf from Libreoffice select 'Export As PDF' and make
sure 'export outlines' is ticked. I've never worried about this in the past.
