ยง12.5.6.6 of the PDF specification <https://www.adobe.com/go/pdfreference>
documents a kind of free text annotation where a jointed arrow extends from the
rectangle containing the annotation text.  The arrow is intended to point to
the specific place on the page that the annotation text refers/applies to. 
(See Figure 59 of the PDF specification for an example labelled with the arrow
coordinates.)  A cursory search of the Poppler source code suggests that
Poppler already supports callouts.

In Okular's UI, I believe that free text annotations are referred to as "Inline
Notes".  It would be great if Okular could add support for adding, editing, and
removing the callout arrows for this annotation type.
