I did see something interesting in the lib_ui repository for Telegram - kinetic
scrolling was implemented via an experimental QScroller option:

It even looks like the implementation might be replaced with a custom scroller
class: https://github.com/desktop-app/lib_ui/pull/327

I'm not sure how much of that work could be applied over to Okular, but it
could be worth taking a look at.
