I think the attached example is a valid pdf, because the objects declared free
are also physically absent and that's coherent. This is also what ISO 32000-1 -
7.3.10 says.

If any object were declared free but were present then ignore it too: follow
the xref and avoid scanning the whole file.

If the object is declared used that's another story.
