Suggestion to bump the minimum poppler version ?

This has now happened. Okular requires poppler 24.08

I'm also looking into when we can bump to 24.12.0 because that would let us 
remove the two different ways of having signing and other places where the 
poppler version effectively leaks out of the poppler generator. But that's 
probably not this side of summer.
