[okular] [Bug 519465] 'Contents' tab is in the sidebar for some pdf files but not others. Even when they all have headings. Why?

Sune, I am waiting for the upgrade to Kubuntu because they recommend deleting
the .config/ directory because it has caused issues in the past.  I am not
saying this is the reason for the current issues except I need to be sure.
