0) I'm using Okular on Windows 11.
1) I move the mouse to (eg.) the lower right corner of the popup. The mouse
pointer automatically changes to a double headed arrow. I left click and pull.
The double headed arrow mouse moves, but when I release the mouse button
nothing happens. 
2) I tried the same operation with the CTRL button depressed. Same result.
3) I "'""""""           ditto """"""""""""" ALT button depressed. Same result.
4) I """""""""""""" ditto """"""""""""" SHIFT button depressed. Same result.
5) Attached is a screenshot, but it is not able to show to operation, you
merely see the popup in the screenshot.
