SUMMARY


STEPS TO REPRODUCE
1. scroll zoom gadget with mouse wheel
2. scroll page with ctrl + mouse wheel
3. 

OBSERVED RESULT
zoom with the mouse wheel is backwards in toolbar zoom 
scrolling wheel forward zooms page out (lower zoom levels)
scrolling wheel back zooms page in (higher zoom levels)

Using CTRL+ mouse wheel works forward zooms page in (higher zoom level)
Using CTRL+ mouse wheel works back zooms page in (lower zoom level)
EXPECTED RESULT
Zooming should be consistent when using either method.
with the  scrolling mouse wheel back to lower zoom levels and forward to higher
zoom levels
