I eventually installed Okular Version 25.08.0 by flatpak. The problem still
exists.

In the following view setting, Scroll Page Up that is triggered by Shift +
Space goes a full page up, not just a scroll. This is in contrast to Scroll
Page Down that is triggered by Space; it does the right action: it goes a
scroll down.
View Setting: Single Page, Fit Width, Trim Margins, not Continuous.
