Unfortunately I also don't have required programming experience, but came here
to acknowledge the importance of this feature. 

E.g. it is really convenient in legislative area, when one is forced to jump
across different sections, usually back and forward from several different
pages. Sometimes it is really demanding to navigate, especially when the laws
are much complex (and nowadays they usually are).
Best regards for anyone ready to tackle with this issue.
