I'm currently on 
Operating System: openSUSE Tumbleweed 20251118
KDE Plasma Version: 6.5.2
KDE Frameworks Version: 6.20.0
Qt Version: 6.10.0
but still see the issue in okular. German Umlaut ü in that case
poppler is version libpoppler153-25.09.1-2.1.x86_64
