The same happens with current Arch Linux packages, it seems to me like since
https://invent.kde.org/graphics/okular/-/merge_requests/1039 was merged
whatever logic is implemented there decides on using continuous mode,
effectively ignoring the "Open in continuous mode by default" setting. I was at
least not able to find other recent changes that could be responsible and
whether it actually does open in continuous mode depends on the file.
