Only should go to next page when pressing Space bar or Go -> Next Page
This behavior works as expected in Evince.

STEPS TO REPRODUCE
1. Open a pdf document in Oular
2. Select View -> View Mode -> Single Page
3. Select View -> View Mode -> Continuous (Off)
OBSERVED RESULT
Mouse Scroll (or Keyboard Up/Down button) to bottom of the page goes to next
page. Same behavior on top of the document on that page (goes to previous page)
EXPECTED RESULT
It should not go to next/previous page on Mouse Scroll or Up/Down key. Only
should go to next page when selecting Go-> Next Page or when pressing Space.
There can also be a popup menu option to go to next page (right click).
This would prevent okular from jumping to random pages, when not desired.
View -> View Mode -> Continuous (On) can still work just like how it is working
now.
This behavior works correctly in Evince.
